THE CONTEXT

This artists’ residency “Balkans Film Creators” lies within the Balkan Film and Food Festival. The residency aims to celebrate transboundary cooperation in South Eastern Europe through collaboration between young filmmakers from the Balkan region, whilst focusing on producing one short film each around the 2030 Sustainable Development Goals (SDG), using the surroundings of the city of Pogradec, and more specifically the Lake Ohrid region as settings for their production.

For this second edition of the residency, with the support of the UNESCO Venice Office and in close partnership with the joint EU-UNESCO project “Towards strengthened governance of the shared transboundary natural and cultural heritage of the Lake Ohrid region”, the selected participants will be asked to have a focus on the protection of the natural and cultural heritage of the Lake Ohrid region, in parallel of the following Sustainable Development Goals:

* Goal 5: Achieve gender equality and empower all women and girls
* Goal 13: Take urgent action to combat climate change and its impacts
* Goal 15: Sustainably manage forests, combat desertification, halt and reverse land degradation, halt biodiversity loss

Sustainable Development Goals are an integrated version of what our humanity ought to be. The 17 goals and their 169 associated targets (http://www.un.org/sustainabledevelopment/sustainable-development-goals/) are closely interlinked with each other, as it is only in addressing each and every one of these goals that our humanity will thrive to become a fairer one.

To be selected, participants will need to submit by email at ajola_89@hotmail.com, and no later than 15 July 2016, their completed application information, a short film proposal to be shot during the residency, and at least one sample of previous original work produced either in group or independently. Selected participants will benefit from:

  • Free meals and accommodation for the whole duration of the Balkan Film and Food Festival
  • A possibility of screening their residency’s production at the closing ceremony of the festival
  • Meeting Albanian, Greek, Serbian, Slovenian, Bulgarian, Romanian and international artists
  • Collaborations with other young filmmakers from the Balkans.

The aims of the residency

The Lake Ohrid region, shared between the former Yugoslav Republic of Macedonia and the Republic of Albania, will serve as settings to the short films shot during the residency, and should focus on the fragile ecosystem and heritage of the Lake to be protected and passed on to the future generation. By concentrating on the above-mentioned Sustainable Development Goals (gender equality, combat climate change and halt biodiversity loss through sustainable behaviors), this residency aims to give a voice to young artists from South Eastern Europe, passionate about cooperating with each other, with the protection of the transboundary natural and cultural heritage offered by the Lake Ohrid region as medium.

Produced videos should aim to:

– Help viewers reflect on the fragility of the Lake’s ecosystem, therefore encouraging them to develop sustainable attitudes towards the Lake;

– Promote positive practices and encourage new initiatives for sustainable development around the region;

– Be gender equal, and keep away from stereotypes;

– Praise the transboundary aspect of this particular heritage.

The Challenges during the residency

To make a 4 minutes’ short film reflecting on a sustainable development challenge globally or through one avenue such as recycling, fresh water management, sustainable tourism, etc.

To produce a short film which will encourage viewers locally and internationally to protect Lake Ohrid’s natural and cultural heritage, whilst promoting transboundary cooperation in this matter.

Who can participate?

TERMS AND CONDITIONS

The Contest Jury 2015 Winners 2014 Winners

The following Terms and Conditions apply to the Balkans Film Creators artists’ residency. By participating in this residency, the entrant agrees to comply with the regulations and to provide all the required information. The participant should understand that any failure to do so will result in ineligibility for the residency.

To apply

The residency will take place during the Balkan Film and Food Festival, Pogradec, July 28 – August 5 2016. (9 days) To apply, participants will need to submit by email at ajola_89@hotmail.com, and no later than 15 July 2016, their completed application information, a short film proposal to be shot during the residency.

About the video produced during the residency

– The video should not last more than 4 minutes

– Any spoken language used in the video that is not English must be accompanied by English subtitles

– The video must under no circumstances contain violence, profanity, sex or direct attacks against individuals or organizations. Any entries deemed offensive will be immediately disqualified.

– The video must be the participant’s own original creation – no copyrighted music, video, sounds or images may be used without prior, full permission from the author(s) of the said copyrighted music, video, sounds or images that the participant wishes to include.

– The video must not infringe on any third party rights.

Reward

At the end of the residency, all videos produced will be screened at the closing ceremony of the Balkan Film and Food Festival. One of the Festival Prize will be awarded to the winner.

Jury

The selection of participants will be made by a jury composed of three film industry professional, as well as from members of the World Heritage Centre and the project team around the project “Towards strengthened governance of the shared transboundary natural and cultural heritage of the Lake Ohrid region”. Postulants will be selected on adherence to the residency’s selected themes through their creativity, originality, and message content of the proposal to be shot during the residency.

General Conditions

  • The postulant must first submit by email at ajola_89@hotmail.com, and no later than 15 July 2016, their completed application information accompanied by a CV, a short film proposal to be shot during the residency, and at least one sample of previous original work produced either in group or independently.
  • By taking part in the Balkans Film Creators artists’ residency, the participant agrees to grant the Balkan Film and Food Festival and UNESCO (the Organizers) the right to use their video for free in any non-commercial purpose related to the actions of the project “Towards strengthened governance of the shared transboundary natural and cultural heritage of the Lake Ohrid region”, including, without limitation, the right to publish, adapt, distribute, copy, display or translate. The participant also grants the Organizers the right to license to their partners.
  • The participant agrees to participate in any publicity for the residency if asked to do so, according to the terms of the video release form.
  • The participant must provide full details as required by the registration form, and comply with all rules to be eligible for the residency. No responsibility is accepted for ineligible entries or entries made fraudulently.
  • As submissions are received, the Organizers will vet all entries for suitability.
  • The jury’s decision is final and that in all situations, including those not covered above. Neither the jury nor the Organizers have to justify their decision.
  • The Organizers reserve the right to not select a participant if proposal received are judged to be of insufficient quality.
  • Any attempt by a participant to influence the result or subvert the selection process will lead to immediate disqualification.
  • The Organizers reserve the right to modify or cancel the residency or any of the arrangements, schedules, plans or other items directly or indirectly related to the residency, at any time and for any reason.
  • The participant has to waive all claims against the Organizers, their personnel and agents arising out of any oral or written publication or republication of any statement made in connection with the present residency, the participant or the participant’s video entry.
  • The participant has to agree to indemnify and hold the Organizers, their personnel and agents, harmless from any third party claims for loss, damage, prejudice, liability or expenses suffered as a result of or in any manner in connection with the participant’s video entry, any other of his/her acts or omissions or any information which the participant provided.
  • The participant nor anyone involved in the production of the video shall be considered as an agent of or a member of the staff of UNESCO or the Balkan Film and Food Festival and shall not be entitled to any privileges, immunities, compensation or reimbursements, nor shall be authorized to commit UNESCO or the Balkan Film and Food Festival to any expenditure, other obligations or public statement on their behalf.
  • The participant’s participation in the residency, in no manner constitutes an endorsement or support by the Organizers. The organizers do not warrant that the information, documents and materials contained in the video submitted is complete and correct and shall not be liable whatsoever for any damages incurred as a result of its use. The participant shall not advertise or otherwise claim to have obtained any such endorsement or support.
  • The Balkan Film and Food Festival as well as UNESCO names and logos are the property of the Balkan Film and Food Festival and UNESCO respectively and should not be used in any manner whatsoever without the consent of the Balkan Film and Food Festival and UNESCO. The Organizers must approve in writing any statement, advertisement, press release or similar communication in any media, relating to the participant’s joining in the Competition.
